Learn About Maryland's Beacon Unemployment System

What is Maryland's Beacon Unemployment System?

Maryland's Beacon system is an online platform operated by the Maryland Department of Labor that handles unemployment insurance claims and related services. The system went live in 2020 and replaced Maryland's older mainframe system, bringing the state's unemployment processing into a more modern digital environment. Beacon serves as the primary way that people in Maryland interact with the state's unemployment insurance program.

The name "Beacon" stands for "Benefits, Eligibility, Account, Claims, Online, and Notices." This acronym reflects the system's core functions: it manages benefit payments, tracks account information, processes claims, handles online transactions, and delivers official notices to users. The system processes thousands of claims each week and maintains records for hundreds of thousands of Marylanders who have filed for unemployment benefits at various points in their work history.

Maryland's unemployment insurance program itself dates back to the 1930s as part of the broader Social Security Act framework. However, Beacon represents a significant modernization of how the state administers these programs. The platform allows users to file claims, check claim status, report weekly work search activities, manage payment methods, and receive important communications from the Department of Labor—all from a computer or mobile device with internet access.

The system handles both regular unemployment insurance (UI) and pandemic-related programs that were created during the COVID-19 crisis, though pandemic programs have largely ended. During 2020 and 2021, Beacon processed unprecedented volumes of claims as millions of workers lost jobs due to pandemic-related closures and restrictions. The system experienced significant strain during those periods, which led to improvements in processing capacity and user interface design.

Practical Takeaway: Understanding that Beacon is Maryland's online unemployment claims system helps you know where to direct your efforts if you need to file a claim or check on an existing one. The system is the official channel for all unemployment-related transactions with the state.

How to Create and Access Your Beacon Account

To use Beacon, you must first create an account on the Maryland Department of Labor website. The account creation process requires you to provide basic personal information, create a username and password, and set up security questions for account recovery. You can create an account whether or not you have previously filed for unemployment in Maryland—the system treats new and returning filers equally in terms of initial setup.

The account creation process typically takes 10 to 15 minutes. You will need to provide your Social Security number, date of birth, email address, and contact phone number. The system verifies this information against state records to confirm your identity. If you have previously filed for unemployment in Maryland, the system may recognize some of your information and pre-fill certain fields, though you will still need to create new login credentials if you have not used Beacon before.

Once your account is created, you can log in from any computer or device with internet access. Many people log in using smartphones or tablets, as the Beacon interface is designed to work on mobile devices. However, some functions work better on larger screens, so you may want to use a computer for certain tasks, particularly if you are filing a new claim for the first time.

If you forget your password, you can use the "Forgot Password" link on the login page to reset it. The system will send a password reset link to your email address on file. For security questions, you can also set up additional authentication methods. Maryland encourages users to keep their account information current, particularly their email address and phone number, because the Department of Labor uses these to send important notices about your account status, payment dates, and required actions.

Some people may face challenges creating an account if their personal information does not match state records exactly. Spelling variations, address changes, or name changes from marriage or other circumstances can sometimes cause mismatches. If you encounter problems during account creation, you can contact the Maryland Department of Labor by phone or visit a local American Job Center for in-person assistance.

Practical Takeaway: Set up your Beacon account before you need to file a claim so you are not rushing through the process during a stressful time. Keep your email address and phone number current in your account settings.

Understanding the Claims Filing Process

Filing an unemployment claim through Beacon involves providing detailed information about your recent employment, reasons for job separation, and work search activities. The initial claim asks for information about your last employer, your job duties, your wages, and the circumstances under which you left your job. This information helps the Maryland Department of Labor determine whether you might be covered by unemployment insurance and what your benefit amount might be if you are found to be covered.

The claims filing process is divided into sections that you complete in sequence. The first section covers basic information about your last job: employer name and address, job title, start and end dates, reasons for separation, and whether the separation was temporary or permanent. The system asks specific questions about how the job ended—whether you were laid off, resigned, fired, or left for other reasons. Your answers to these questions are important because different types of job separations are treated differently under Maryland law.

Subsequent sections ask about your work history over a specific period (typically the past 18 months), information about any income you received from self-employment or other sources, and whether you have any barriers to work such as health issues or transportation challenges. The form also asks whether you have ever received unemployment benefits before and whether you are a veteran. Answering these questions accurately is important because false information can affect your claim.

The filing process also includes questions about your work search activities. Maryland requires that people who receive unemployment benefits must actively search for work and report their search activities. During the initial claim filing, you may be asked about specific steps you have taken to look for work. This requirement continues throughout your claim—you must report weekly or bi-weekly on your work search activities.

After you submit your claim, the Maryland Department of Labor reviews the information and may contact your employer to verify the details you provided. This verification process typically takes one to three weeks, though processing times can be longer during periods of high claim volume. You will receive a notice in Beacon informing you of the determination about your claim.

Practical Takeaway: Gather information about your recent employment before you start filing—including your employer's official name and address, your job title, and your wage information—so you can complete the form accurately without having to look up details repeatedly.

Understanding Payment Methods and Benefit Amounts

Maryland pays unemployment benefits primarily through a debit card system called the ReliaCard. When you file a claim, you must set up a payment method during the process. The ReliaCard is a prepaid debit card that is issued to you by the state. Benefits are deposited directly onto this card, and you can use it to withdraw cash from ATMs or make purchases at most merchants that accept debit cards.

The amount of benefits you receive is calculated based on your wages during a specific 12-month period called the "base period." The Maryland Department of Labor uses a formula that looks at your highest-earning quarter during this base period and uses that to calculate your weekly benefit amount. The weekly benefit amount for unemployment insurance in Maryland ranges from a minimum to a maximum, which changes annually. As of recent years, the weekly benefit amount has ranged from around $25 to $430 per week, though these figures are adjusted each year based on state wage data.

You can receive unemployment benefits for a maximum of 26 weeks under regular unemployment insurance. During periods when the federal government has authorized extended benefits—which happened during the COVID-19 pandemic—the duration may be longer, but these extended programs are not permanent. The actual number of weeks you might receive benefits depends on your work history and the reason you are unemployed.

The ReliaCard has some advantages and some limitations. The main advantage is that direct deposit of your benefits is faster than mailing checks—you can typically access your money within one to two business days after it is deposited. However, there are fees associated with the card for certain transactions, such as out-of-network ATM withdrawals or balance inquiries at ATMs that are not part of the ReliaCard network. You can avoid most fees by using in-network ATMs and checking your balance through the card's mobile app or phone line rather than at an ATM.

If you prefer not to use the ReliaCard, you may have other payment options available, such as direct deposit to your bank account. You should check the current options available through Beacon or contact the Maryland Department of Labor to ask about alternative payment methods.
